Old dried caulk gets cut out rather than covered over, because a fresh bead laid on top of a failed joint never bonds and it hides water that is still getting past. Sealing happens during prep, after pressure washing, scraping, sanding, and replacing rotted wood and fascia, so the caulk beds into clean surfaces ahead of primer and the sprayed and back rolled finish.
